Calculation errors found in Long Term Plan Consultation Document - Consultation extended

Two errors were found in our audited Long Term Plan (LTP) 2024 - 2034 Consultation Document. We are providing an Addendum which details the corrections we have made.

Consultation on the LTP 2024 - 2034 has been extended until 12 May to allow for further submissions.

This Addendum document outlines the two errors which were found in the Activity Funding Changes section of the LTP Consultation Document only (pages 16 -22).

No other figures in the Consultation Document are affected. The overall year one proposed rate increase (19.93%) and the first-year savings for activities shown in this section remain unchanged.

  • The first error relates to the estimated savings of the proposed service reductions over 10 years. Cumulative inflation rates were used to calculate maintaining current levels of service and savings from 2026/27 onwards, instead of year-on-year inflation rates. The Consultation Document shows estimated savings of the proposed service reductions to be $33.9 M over 10 years. The correct amount is $25.1 M over this period.
  • The second error relates to a GST miscalculation of the first year’s rate increase if the activities were retained and all the proposed reductions did not go ahead.


Extending the consultation period gives the community an opportunity to make submissions with this new information in mind. This includes members of the community who would like to make another submission.

We’ve also scheduled another hearing meeting on 21 May to accommodate additional submitters who would like to present in person.

What is the Long Term Plan?

The Long Term Plan (LTP), also known as the 10-year Plan, is one of Council’s most important documents as it outlines what we will do, how much it will cost and how we will fund it - including what rates need to be set at.

Every three years we review our LTP to ensure it's still relevant.

What’s happening?

From 2 April - 12 May, we’ll be asking you to have your say on important issues that affect our city, communities and, most importantly, future generations of Upper Hutt.

Rates in Upper Hutt have been among the lowest in the country for some time. It’s no longer financially viable to keep rates at the level they have been without our infrastructure and facilities suffering.

We are facing big challenges and have some tough decisions to make.

For the next 10 years our plan sets out how we will balance the books, build financial sustainability and take a ‘back to basics’ approach. This means a focus on core activities like infrastructure, water management, transport, planning, and regulatory services.

As part of this, we’ll be asking for your feedback on activity funding changes, three waters investment, and our revenue and financing policy.

Brochures have been delivered to all Upper Hutt households with information on how you can be involved and have your say.

Development and Financial Contributions Policy 

Key changes in the draft policy include:

  • Updated transport and community facility development contribution charges, reflecting the updated infrastructure programme and associated costs.

  • The inclusion of three waters (water, wastewater, and stormwater) activities, and associated development contribution charges.

  • Simplification of the local transport catchments and associated development contribution charges, which mainly affects a small number of rural residential areas.

We would also like your feedback on the draft Schedule of Fees and Charges 2024-2025 which we are consulting on concurrently with the Consultation Document 2024-2034.

Hearing for submissions received after 2 May: A new additional hearing date on Tuesday 21 May (1- 4pm, 4 - 7pm) has been added following the decision to extend the consultation period to 12 May.

Councillors consider all feedback received through submissions and hearings. They then review the matters that have been consulted on with the community before making a final decision.
