Pre-consultation has concluded

We recently reviewed our Easter Sunday Trading Policy which currently gives all shops across Upper Hutt the ability to choose to trade on Easter Sunday. The pre-consultation information from 2022 is further down this page.

CONSULTATION (2023)

The Act requires us to review our policy after five years to ensure it is still relevant, required, and fit for purpose.

We understand that the issues around shops opening on Easter Sunday can have a significant impact on some people - shop owners, employees, shoppers, visitors to Upper Hutt, and others.

We’re proposing that we retain the current policy which allows shops to trade, but we would like to hear from as many people as possible to help inform our decision making.

Step 2 - Make a submission

  • Complete the online submission form on this page.
  • If you’d prefer to complete a pre-printed submission form, please request this from a staff member at Council reception or Upper Hutt Library. You can either drop it off at one of these locations, or Freepost it to Upper Hutt City Council, Private Bag 907, Upper Hutt, 5140.

NOTE: If you would like your name to be withheld from the public documents, please indicate this in your submission.

Step 3 (Optional) – Speak with us

After the consultation closes, there may be an opportunity for people to speak to Councillors to give their feedback in person If you would like to do this, please let us know on your submission form and we will send you details about the meeting closer to the time.

After that, Councillors will consider all feedback, and then decide on how to proceed.

Submissions close at 11:59 pm on 17 July 2023.

In late 2022, we began a review of our Easter Sunday Trading Policy and asked the Upper Hutt community for their feedback on how it currently works. We received 30 feedback forms. Please read the pre-consultation flyer in the ‘Supporting Information’ section for the details we provided. The feedback received helped inform the current Statement of Proposal and our recommendation to retain the current policy.
