Consultation has concluded

Consultation for the Intensification Planning Instrument (IPI) closed on 30 September 2022 and we received 73 submissions. We’re now into the further submissions stage, which is open until 7 December 2022 (14 December for submission 33, see note below). Scroll down for more information, including the background of the plan change shared with the initial consultation.



FURTHER SUBMISSIONS 2022

Further submissions can be made by anyone in the community with an interest in the IPI, for example anyone who lives, works, or volunteers in the area.

You can find all the details in the ‘summary of submissions’ document in the 'IPI Further Submission Material' folder. If you decide to make a further submission, you will also need to send a copy to the person who made the original submission no later than five working days after you submit it to us.

You can find all the information relating to the first round of submissions in the Supporting Information section under “Submission Material'.

Note: There have been changes to the Summary of Decisions Requested on the proposed IPI in relation to submission 33: The Fuel Companies to correct errors and omissions. The closing date for further submissions on these changes has been extended to 14 December 2022. Further submissions on all other submissions must still be received by 7 December 2022. A copy of the changes to submission 33 is provided in the Further Submission supporting material section.

  • If you'd prefer to print and send, download the PDF in the Supporting information section and once complete, you can email this to planning@uhcc.govt.nz, drop it into us at the HAPAI Service Centre, or send it to Upper Hutt City Council, Private Bag 907, Upper Hutt 5140.
  • If you would like to make more than two further submissions, download ‘Form 6’ in the 'Further Submission Material' folder and send it to planning@uhcc.govt.nz

Please note that your submission (or part of your submission) may be struck out if the authority is satisfied that at least one of the following applies to the submission (or part of the submission):

  • it is frivolous or vexatious
  • it discloses no reasonable or relevant case
  • it would be an abuse of the hearing process to allow the submission (or the part) to be taken further
  • it contains offensive language
  • it is supported only by material that purports to be independent expert evidence, but has been prepared by a person who is not independent or who does not have sufficient specialised knowledge or skill to give expert advice on the matter.

CONSULTATION 2022

The Government is introducing new rules for all high-growth areas to accommodate more residents, businesses and community services in urban areas. Did you know that by 2051, Upper Hutt’s population is expected to increase from 46,000 to 70,000? Like other cities across the country, we need to change our District Plan (the rules for land use and development) to support these new rules. 

Everyone in Upper Hutt could be affected by what’s being proposed, like:  

  • Three dwellings—each up to three storeys—on each site in the residential zone (without needing a resource consent if all other relevant rules and standards are met). 

  • Housing of at least six storeys within walking distance of train stations and the City Centre in the proposed high density residential zone. 
  • No maximum height for buildings in the City Centre. 

  • New mixed-use and business zones, and new centres from City Centre to Neighbourhood Centre. 

  • Developers pay more up front to fund infrastructure required for growth. 

  • Papakāinga (Māori living together communally with traditional commercial activities) enabled in urban and rural areas.


WHAT IS UPPER HUTT CITY COUNCIL DOING?

We’ve prepared an IPI (Intensification Planning Instrument), which is the complete set of changes councils must make to their District Plans to enable high and medium density development in existing residential and commercial areas. 


WHO COULD BE IMPACTED?

While most of the IPI applies to urban areas, some parts (including the new Papakāinga provisions and financial contributions changes) apply across the whole city.

Local councils cannot change certain elements of the Medium Density Residential Standards, so your submission should focus on only the elements of the standards that can be changed.

To help you with this, the Ministry for the Environment has shared guidance on making a submission as part of the Intensification Streamlined Planning Process.     Any person representing a relevant aspect of the public interest and any person with an interest in the Plan Change greater than the interest the general public has, may make a further submission in support of or opposition to, any one or more of the previously received submissions.

    A further submission must be in response to a decision requested in one of the original submissions.

    In addition to serving a copy of the further submission on Upper Hutt City Council, a copy of the further submission must also be served on the person(s) who made the original submission to which the further submission relates. This must be done no later than five working days after providing Upper Hutt City Council with the further submission.
