We’re asking the community to review the proposed changes and to make a submission on the specific provisions of Plan Change 50 – rural review.

Plan Change 50 is part of the rolling review of the District Plan and seeks to implement national and regional direction while considering the local rural context in Upper Hutt.

What is PC50- Rural review? PC50 includes the development of zone-specific provisions for the General Rural, Rural Production, Rural Lifestyle, and Settlement Zones and associated maps. The proposed objectives, policies, and rules have been developed and tailored for each zone; considering a zone’s purpose and character, and what activities and what level of development are appropriate, (including any changes to subdivision standards). PC50 also introduces the Staglands precinct, Berketts farm precinct, and the Clay Target Club acoustic overlay.

To make your submission, you can either make your submission online or via paper submission forms which are also available at Upper Hutt City Council and at the Central and Pinehaven Libraries.

1. It is frivolous or vexatious

2. It discloses no reasonable or relevant case

3. It would be an abuse of the hearing process to allow the submission (or the part) to be taken further

4. It contains offensive language

5. It is supported only by material that purports to be independent expert evidence, but has been prepared by a person who is not independent or who does not have sufficient specialised knowledge or skill to give expert advice on the matter.

We had feedback from the Community that a longer submission period would be favourable, therefore the submission period has now been extended by 2 weeks (from 3 November 2023 to 17 November 2023). This time extension was publicly notified in the Leader on 25 October 2023 – see the attached public notice in supporting documents to the right.
